West Shore Parks and Recreation Society 2017 Budget
Commentary
Attached is the 2017 budget that is proposed and submitted for approval by the West Shore Parks & Recreation Society (WSPRS) Board. The municipal requisitions have increased by 1.56% ($77,746) over 2016. However, Langford’s requisition has increased by 3.25% ($81,643) and the discrepancy is due entirely to Langford’s higher growth rate compared to the other municipal contributors. This is beyond the control of the WSPRS Board, however it does represent a cost increase to Langford.
At the January 16, 2016 meeting, Council passed the following resolution:
Re: West Shore Recreation Society 2016 Budget
MOVED BY: COUNCILLOR BLACKWELL
SECONDED: COUNCILLOR SZPAK
That Council approve the West Shore Parks and Recreation Society 2016 budget as outlined in their letter dated November 25th, 2015;
AND the City of Langford service notice to Westshore Parks and Recreation Society and the Owners Group that the City will not support "any" budget for 2017 unless there is meaningful change to the Governance of the Owners Committee which will result in a redistribution of costs amongst the owners and a reduction in Langford's contribution.
CARRIED.
With respect to the second part of that resolution, discussions have taken place between the Mayors and CAOs of the participating municipalities however to date no agreement has been reached.
Financial Implications
Due to assessment growth from new construction, the impact of approving the proposed 2017 WSPRS budget would be an 11₵ decrease in the cost to the average tax payer.
Legal Implications
Under the terms of the Operating Maintenance and Management Agreement between the owners and WSPRS, the annual budget must be approved unanimously by the end of February. Failure to approve would mean that the previous year’s budget would carry into the current year.
Options
- That Council approve the 2017 West Shore Parks and Recreation Society budget; or
- That Council reject the 2017 West Shore Parks and Recreation Society budget and advise WSPRS of the reasons for rejection.
