Application No.
Z17-0008
Subject
Omnibus Amendment to Zoning Bylaw No. 300 to Allow Community Care Facilities in the M1 (Light Industrial) Zone.
PURPOSE
The purpose for this amendment is to permit the inclusion of Community Care Facilities, to the list of uses allowed in the M1 (Light Industrial) zone of Zoning Bylaw 300.
COMMENTS
Currently the M1 Zone restricts the uses allowed in the zone to those which serve an industrial purpose. Uses such as light manufacturing, unenclosed storage areas, car repair and retail uses as well as commercial composting and recycling facilities are permissible uses in the zone.
As a light industrial zone, the uses permitted are those that would not be offensive to surrounding communities. Uses that produce noxious odours, dust, smoke, or noise are not allowed in the zone given its proximity to non-industrial zones and uses.
Community Care Facilities are defined in the Zoning Bylaw as a facility licensed pursuant to the Community Care and Assisted Living Act and may include assisted living and supported care, home occupation day care, group day care and preschool. These uses typically require a large amount of space due to the nature of the service they provide.
Currently the majority of M1 zoned parcels in Langford are found on the south side of Dunford Avenue, between Leigh Road and the E and N railroad. These parcels act as transitionary industrial land between heavier industrial uses to the south and low density residential uses to the north. Community care facilities in this zone would benefit from the proximity to residential communities and services found there and also to the larger spaces afforded by industrially zoned buildings.
All parcels currently zoned M1 (light industrial) are designated as “Neighbourhood” within Langford’s Official Community Plan, therefore an amendment to the current OCP would not be required to permit community care facilities in this zone.
If Council was supportive of this use being added to the M1 zone, they may wish to explore placing conditions on the use to ensure the respective needs of the industrial zone and the patrons of the care facility are met.
