Subject:

Juan De Fuca Water Development Cost Charge Bylaw Update

Background

The Juan De Fuca Water Distribution Commission (JWDC) has been working since 2016 to update their 2011 DCC program and associated CRD Bylaw No. 2758. The purpose of this report is to update Council on the status of this review

Commentary

CRD staff have prepared a report for the JWDC to consider at their May meeting. The report supports concluding the DCC bylaw process and includes a list of DCC Projects (Projects) that will be implemented in the DCC program. The list of Projects are presented as Schedule A of the May 1, 2018 CRD staff report.

Projects listed in Schedule A of the staff report are key projects for development in Langford. As such staff are suggesting that Council support a motion to tell the JWDC to keep to the projected order of Projects and projected dates as outlined in an acceptable version of Schedule A. Note that at the time of writing this council report Langford staff had noted a few typographical errors on dates that CRD staff will likely amend prior to the May 1st, 2018 JWDC meeting, therefore the acceptable version of Schedule A is the version Langford staff are suggesting Langford Council endorse.

Options

That Council:

  1. Tell the JWDC to keep to the projected order of Water DCC Projects with corresponding projected dates as outlined in an acceptable version of Schedule A attached to CRD Staff report dated May 1, 2018 (Report #JWDC 2018-04);

Or

  1. Do nothing at this time with respect to the list of DCC Projects contained in the proposed JWDC Water DCC program.
