Staff Report: DVP18-0010 - Signage at Sooke Rd & Westshore Parkway and TCH & Westshore Parkway

Department: Planning

Subject: DVP18-0010 - Application to Vary Sign Bylaw No. 1250 to Allow for Municipal Variable Electronic Signs at 2880 and 4400 West Shore Parkway.

Background

The City has entered into a contract with Pattison Outdoor Advertising for the installation of four digital signs in Langford. These signs would be freestanding, and approximately as shown in Appendix “A”. These signs are classified as Variable Electronic Signs within Sign Bylaw No. 1250.

Two of these signs will be located on municipal road right-of-way, and therefore are not subject to the requirements of Bylaw No. 1250. The other two proposed signs are to be located on private property, and are subject to Bylaw No. 1250.

Commentary

The two proposed signs that are to be located on private land will be situated in the BP2A (Business Park 2A) zone at 4440 West Shore Parkway and in the other will be situated in the AM (Amenity) zone at 2880 West Shore Parkway. Both signs exceed the 3m2 (32 ft2) maximum prescribed by Bylaw No. 1250, and the advertising area of the proposed signs would be approximately 16.64m2 (180 ft2).

Financial Implications

Failing to address the question of sign area by variance will result in two fewer signs being erected, and may jeopardize the contract for the two signs to be situated on public road right-of-way, which would reduce municipal revenues.

Legal Implications

None.

Options

That Council:

  1. Direct staff to proceed with consideration of the following variances for 4440 West Shore Parkway and 2880 West Shore Parkway:

    a) That Section 15(a) of Sign Bylaw No. 1250 be varied by increasing the maximum size of a variable electronic sign from the required 3m2 (32ft2) per side to 17 m2 (183 ft2) per side;

    Subject to the following condition:

    b) That the signs be erected only under contract to the City of Langford;

    OR

  2. That Council take no action at this time with respect to variances for variable electronic signs.
