Subject:

Grant Application – Irwin Dam Improvements

Background

The National Disaster Mitigation Program (NDMP) is a suite of funding programs intended to reduce the risks and impacts of flooding on Canadians. The program is administered on behalf of the province by the Disaster Mitigation Branch of Emergency Management BC (EMBC).

The funding streams include:

  • Risk assessments
  • Flood mapping
  • Mitigation planning
  • Small scale structural works (less than $3Million in government funding)
  • Non structural mitigation works

The purpose of this report is to seek Council approval to apply for a grant under the NDMP program for Stream 4 the small scale structural works.

Commentary

The maximum grant allowable is $1,500,000, the project must be completed by March 2020 and the allowable grant can cover up to 100% of project costs.

Staff are suggesting that the City apply for a grant in the category of Stream 4 the small scale structural works for improvements to the Irwin Dam located adjacent to Irwin Road related to flood proofing for earthquake stability. The grant requires a motion of Council to support the application.

Financial Implications

The funding shares are 50% federal/50% provincial costs, with no contribution required from the City if the application is accepted.

Eligible costs upon successful receipt of a grant include: consultant/or contractor costs, applicant staff and administration costs.

The cost to prepare the grant is not eligible. Staff will require assistance from a geotechnical engineering firm with design elements and costing for the grant application. The Engineering Department retained Ryzuk Geotechnical to undertake the design of the proposed improvements which were also the subject of a prior grant application. Ryzuk staff will be available to aid in preparation of this application.

Legal Implications

None noted.

Options

That Council:

  1. Direct staff to apply to the National Disaster Mitigation Program for the Irwin Dam Improvements;
    OR
  2. Direct staff not to apply for a grant at this time.
