SUBJECT
Sustainable Services Ltd Water Servicing for Glenshire/Langshire District
BACKGROUND
In 2010, the City of Langford established water service within the boundaries of the original Westhills development as a municipal service via Bylaw 1291. Also in 2010, the City contracted the provision of this municipal service on its behalf to SSL-Sustainable Services Ltd (SSL), a company founded in 2010 as an infrastructure provider (e.g. water, geothermal) for the Westhills community.
In September 2015, the City of Langford was awarded a $22.5M New Building Canada Infrastructure Grant to complete the construction of the West Shore Parkway, connecting the Trans Canada Highway with Highway #14 (Sooke Road).
As part of this major road extension project, water service to properties in the Glenshire/Langshire District was considered. In order to extend fire protection capabilities and to provide future site servicing for development properties along the southernmost stretch of the West Shore Parkway (i.e., to support economic development/job creation in the Glenshire/Langshire district), it was determined that it was not economically feasible to service these lands from the existing CRD water system on Sooke Road, as major upgrades would have been required. Therefore, the City asked SSL to expand water service beyond the original boundaries of Westhills as part of this major road extension project.
In late 2015, the City approached the Capital Regional District (CRD) about removing lands throughout Glenshire/Langshire district from the JDF Water Service Area so that they could be serviced by an expanded SSL water system.
From late 2015 to early 2016, the City and SSL worked together, under considerable time pressures (i.e. grant funding deadlines), to explore this expanded service model and identify various items that would need to be addressed within the SSL-City water services relationship/agreement. Central to discussions between the City and SSL was the need to establish a mechanism to secure funding from properties in the Glenshire/Langshire District for major capital components of the overall water system (as these properties would now be part of the SSL water system and no longer subject to CRD Water DCC fees payable upon development).
