RE: Application for Permissive Tax Exemption for Construction Foundation of BC
Dear Mayor and Council,
I am writing on behalf of the Construction Foundation of BC, a Registered Canadian Charity, to formally request consideration for a Permissive Tax Exemption under Section 224 of the Community Charter and in accordance with the City of Langford’s Permissive Tax Exemption Policy.
The Construction Foundation of BC recently purchased the property at 2775 Spencer Road with a vision to build The Forge – a support initiative designed by and for skilled trades people tackling the mental health and addiction crisis facing the industry through a range of recovery and wellness services tailored to the unique needs of the skilled trades community.
The Forge will offer a range of recovery and wellness services including, but not be limited to, the following:
- Peer Support - Peer support is a non-clinical, strengths-based approach where people with lived experience of mental health or substance use challenges support others going through similar experiences.
- Recovery Coaching - Our integrated model combines lived experience, professional expertise, and community-based care to support every stage of the recovery journey.
- Clinical Counselling - Through trusted partnerships, workers will be able to have access to mental health professionals who understand the specific pressures faced in the trades.
The Forge services and community benefit
[Text continuing from the preceding page: “access to beds through our partners at New Roads Recovery Foundation.”]
- Mental Health & Wellness Education - We will offer a range of workshops and educational sessions tailored to the trades industry, covering topics like stress management, emotional resilience, burnout prevention, and navigating the recovery process.
- Community Connection - The FORGE community will foster connection through regular meetups, recovery groups, and peer-led gatherings. Our Clubhouse space will offer a welcoming environment where people can connect, recharge, and build relationships rooted in shared experience and mutual support.
Our organization meets the eligibility criteria outlined in the City’s policy, including:
- Operating as a nonprofit entity in good standing
- Providing services that deliver demonstrable community benefit
- Ensuring that the property is used primarily for activities that support our charitable or community-focused mandate
A permissive tax exemption would significantly strengthen our ability to continue delivering these programs. The savings realized would be reinvested directly into community services, allowing us to expand our reach and enhance the support we provide to Langford residents.
We appreciate Council’s consideration of our application and welcome the opportunity to provide any additional information that may assist in your review. The Construction Foundation of BC remains committed to contributing positively to the social, cultural, and economic well-being of the City of Langford.
Thank you for your time and thoughtful consideration.
Sincerely,
Abigail Fulton, B.A., LL.B.
