Dear Michelle:

Reference: TENDER RESULTS — West Shore Parkway Segment S.:. Road Construction

An open tender for the West Shore Parkway —Segment 5 was called on January 5, 2016, and closed on January 26, 2016. Ten submissions were received and assessed for compliance against the tender conditions, with a summary shown on the appended Compliance Checklist. Two tenderers, Lakewood Estates and Alterra Construction, did not acknowledge receipt of all tender addendums issued. As such, these bids are considered non-compliant and not eligible for contract award. All other bids were compliant with the tender conditions.

The tender prices (excluding GST) received are:

  • Lakewood Estates * $627,454.80
    • Windley Contracting Ltd $629,820.00
  • Alterra Construction * $640,053.35
  • Northridge Excavating Ltd** $642,841.01
  • Ralmax Contracting Ltd** $652,086.00
  • G&E Contracting $687,100.00
  • Scansa Construction $702,982.21
    • Excel Contracting Ltd $773,700.00
  • Jacob Bros $779,425.00
    • Draycor Construction ** $709,663.91
  • Non-compliant bid
** Adjustment to submitted tender price accounting for math errors

The above results show a relatively tight price spread, and with the large number of submissions this is considered a successful tender process.

Additional Background

  • A mandatory pretender meeting was held at the site on Tuesday January 12, 2016.
  • 12 contractors (including subcontractors were represented at the mandatory pretender meeting.
  • A Public opening of the tenders was conducted at City Hall and witnessed by three (3) members of City staff.

The tender is based on a combination of unit rates & lump sum work. The unit rates are derived from estimates and assumptions on the materials required to complete the work and final quantities and prices will vary.

A few of the received bids had minor mathematical errors — which have been corrected, and which do not invalidate the bids.

From the tender documents (Instructions to Tenderers — Part 2; Section 15.4);

"If there are any discrepancies in the Schedule of Quantities and Prices between the unit prices and the extended totals then the unit prices shall be deemed to be correct, and corresponding corrections shall be made to the extended totals."

Recommendations

Windley Contracting Ltd submitted the lowest price compliant tender. While On Point Project Engineers has not directly worked with Windley, we understand they are a good contractor and have the necessary means to undertake this project.

We recommend if the project proceeds, a notice of award be provided to Windley Contracting Ltd.
