Commentary

The City retained McElhanney Consulting to undertake the detailed design and tender of the Peatt at Brock roundabout reconstruction.

The reconstruction will be staged. This first part of the reconstruction will include:

  • Three legs of the roundabout, north and southbound on Peatt road and westbound on Brock Road;
  • Two improved pedestrian crossings (on Peatt north of Brock; on Brock west of Peatt), both with flashing pedestrian lights and pedestrian refuge islands;
  • Improved movements for fire trucks and emergency response vehicles. Fire staff have been part of the drawing reviews for this project; and
  • Support from ICBC for the safety improvements

The remaining Larkhall leg of the roundabout will be done at a future date when Larkhall will be expanded to include traffic in both directions. The timing of this stage is not known at this time.

A rendering of the current construction is provided as Figure 1.

This project was originally slated to tender in the Fall of 2020, for construction in the Spring of 2021. However with the current COVID-19 situation, tendering and awarding this project sooner than expected will aid in continuing the positive economic development in Langford.

Financial Implications

The Peatt at Brock roundabout construction project is part of the City of Langford Development Cost Charge Bylaw No. 1700, 2017 and is Project #12 in Schedule B of the bylaw. The project is funded by the City through the DCC program.

Bids Summary

McElhanney reviewed the bids for the project. A summary is provided below:

Contractor Bid Any Comments
CopCan Civil Ltd $447,675 none
Scansa Construction Ltd. $484,877 none
Don Mann Excavating $565,625 Corrected price based on minor error in bid; did not affect the overall tender price ranking of the received tenders
Draycor Construction $575,658 none
G&E Contracting LP $594,815 none

McElhanney is recommending that the contract to construct the Peatt at Brock roundabout be awarded to CopCan Civil Ltd. for the amount of $447,675 excluding GST.

Legal Implications

All of the works will take place within City owned road rights of way. The driveway for the home at 808 Brock Road has to be moved west to provide for a safer access/egress. Staff have worked with that homeowner to determine the most amenable plan for that work.
