within “Area 1 – Business Park” rather than “Area 4 –
Amenity and Park” of the Comprehensive Development
– Goldstream Meadows (CD1) Zone and to Amend the
Permitted Uses of “Area 1 – Business Park” to Allow
Stand-Alone Cultural Facilities, Charitable Facilities,
and Catering Facilities
