Dear View Royal Council.
Re; Proposed Overhead Cable Car Gondola Transit connector over Esquimalt Harbour.
Attached find a proposal requesting Langford Council participate in a joint pre-feasibility study with neighbouring municipal Councils, federal and local agencies to improve year round public transit from Colwood to Esquimalt, DND and Victoria over a new transportation corridor. This would provide improved access benefits in both directions to all parties.
Request:
- That Council confirm its interest in participating in a joint pre feasibility study with other local and federal departments for a new overhead transit cable car gondola from Colwood to Esquimalt over Esquimalt Harbour,
- That Council budget $20,000 for its share of this study in 2022.
Respectfully, Geoff Pearce
Overhead Cable Car Gondola — Frequently Asked Questions
(Excerpted)
What is an aerial cable car gondola?
- A higher than normal, more stable gondola system than usually found in ski resorts; requires three continuous parallel steel ropes; towers about 65 meters high; cabins load/unload at slow speed, accelerate to ~7.5 m/second (about 16 mph / 25 kph).
How safe is the gondola system for passengers?
- Aerial cableways are perhaps the safest means of human transport in the world considering operation hours or passenger miles.
Will the gondola run year round?
- Yes, 7 days a week, with a week off in the summer for annual maintenance; probably up to 15 hours a day.

Staff Report to Council — Planning
DATE: Monday, May 16, 2022
DEPARTMENT: Planning
APPLICATION NO.: Z21-0048
SUBJECT: Addendum Report – Application to amend the MUE1 zone by adjusting the boundary between Areas A and B, allowing non-residential gross floor area within Area B to exceed 9,290 m2, and to introduce a new parking ratio for light industrial uses within Area A at 2750 Leigh Road.
BACKGROUND: At their regular meeting of May 9th, 2022, the Planning, Zoning, and Affordable Housing Committee reviewed the above noted application and made the following resolution:
THAT the Planning, Zoning, and Affordable Housing Committee recommend that Council:
- Consider proceeding with Bylaw No. 2028 as drafted to amend Zoning Bylaw No. 300 with respect to the MUE1 Zone;
- Revisit parking ratio.
The purpose of this addendum report is to provide Council with additional analysis and options with regards to the parking ratio.
COMMENTARY:
- Applicant originally requested a new parking ratio for MUE1 Area A (light industrial/warehousing).
- Existing bylaw rates: 1 space per 45 m2 for light industrial uses, and 1 space per 200 m2 for warehouse uses — resulting in wide range.
- Applicant commissioned Watt Consulting Group; Watt suggested 1 space per 143 m2. Beedie experience supports 1 per 143 m2. Committee requested revisiting the rate.
- Applicant altered request to 1 space per 100 m2 (rate used in BP3 Zone and for manufacturing and special wholesale uses). Bylaw No. 2028 amended accordingly. Staff suggest Council may proceed with First Reading and direct staff to review actual parking demand after Phase 1, with possible adjustments later.
Figure 1 – Revised Schedule AJ

OPTIONS:
Option 1
That Council proceed with First Reading of Bylaw No. 2028 as amended, which includes the altered parking ratio of 1 per 100 m2 of gfa of light industrial uses in Area A of the MUE1 Zone and direct staff to review the actual parking demand after Phase 1 is complete.
OR Option 2
That Council proceed with consideration of First Reading to an amended version of Bylaw No. 2028 that removes the requested parking ratio, and instruct the applicant to apply for a Development Variance Permit for further consideration of an adjusted parking ratio, prior to the issuance of a form and character development permit;
OR Option 3
That Council proceed with consideration of First Reading to an amended version of Bylaw No. 2028 that removes the requested parking ratio, and instruct the applicant to construct their development in accordance with the existing parking ratios;
OR Option 4
That Council take no action with respect to Bylaw No. 2028 at this time.

DATE: Monday, May 16, 2022
DEPARTMENT: Planning
APPLICATION NO.: SUB21-0015
SUBJECT: Road Closure Bylaw 2074 - 639 & 641 Strandlund
BACKGROUND: At the Council Meeting held on October 18, 2021, Council authorized staff to draft a bylaw to close a portion of Strandlund Road as shown below as Figure 1 and enter into a Purchase and Sale Agreement with the owner of 639 & 641 Strandlund, Craig Ervin.
Figure 1 - Road Closure Plan

COMMENTARY: The closure of this portion of Road and its consolidation with 639 & 641 Strandlund will legalize the existing nonconforming duplex and facilitate the stratification of the previously occupied building without affecting the functionality of the remaining road.
FINANCIAL IMPLICATIONS: All costs associated with the road closure will be borne by the Applicant. A legal plan has been provided that shows the area of road to be closed is 47.0m2. The Applicant has entered into a Purchase and Sale Agreement with a purchase price of $531.91 per square metre of closed road which puts the payment at $25,000.
LEGAL IMPLICATIONS: There is a BC Hydro utility pole anchor located in the portion of road to be closed. The owner must grant BC Hydro an SRW once the road is closed. Public notification of the road closure and disposition has been given according to s.94 of the Community Charter. This portion of closed road is within 800m of an arterial highway and requires Ministry of Transportation approval of the road closure bylaw prior to Adoption.
OPTIONS:
Option 1
THAT Council:
- Consider 1st, 2nd, and 3rd readings to Road Closure Bylaw No. 2074, 2022 (639 and 641 Strandlund Avenue); and
- Authorize Mayor and CAO to enter into the Purchase and Sale Agreement;
OR Option 2
THAT Council take no action at this time with respect to the proposed road closure.

Staff Report to Council — Administration
DATE: Monday, May 16, 2022
DEPARTMENT: Administration
SUBJECT: Noise Regulation Permit Policy
BACKGROUND: On May 2, 2022, Council gave the first three readings to the City of Langford Noise Regulation Bylaw No. 2056, 2022.
Pursuant to the Bylaw, a permit may be issued by the City to allow construction noise to occur outside of the hours set out in the Bylaw.
COMMENTARY: Staff have drafted the proposed policy and application form, both of which are attached for Council review.
The policy sets out that a permit can be issued at the discretion of the City; circumstances will be assessed on a case-by-case basis. Community Safety and Municipal Bylaw Enforcement will process the permits in consultation with other departments, with the CAO having final approval.
FINANCIAL IMPLICATIONS: Staff are proposing an application fee of $500.00 which will be added to the Fees and Charges Bylaw. Staff believe that the fee should be high enough to deter persons from applying haphazardly but still lower than the potential fine to encourage compliance. There may be added enforcement costs until everyone becomes comfortable with the new bylaw provisions.
LEGAL IMPLICATIONS: There are no legal implications.
OPTIONS:
Option 1
THAT Council approve POL-0168-ADMIN
OR Option 2
THAT Council take no action at this time with respect to the policy.
