Page 63–66Summary
Council approved revised equivalency options allowing developers with existing strata-title requirements to either provide affordable units or pay a cash-in-lieu contribution, and permitted alternate enhancements for projects already providing Attainable Housing units.
Debate
Council debated whether the equivalency option would lead developers to pay cash rather than provide units; staff and council expected most developers would choose the attainable housing option. Council amended the cash-in-lieu destination to the Affordable Housing Reserve Fund ($7,500/unit). Several public delegates and industry representatives supported Option 1 to unblock stalled projects.
Motions (1)
THAT Council: 1. Allow developers of multi-family projects with an existing requirement to strata-title a building prior Occupancy Permit to provide one of the following equivalency options if they wish to proceed without strata-titling their building: a. A Housing Agreement with the City that requires a minimum 10% of units constructed be rented for at least 10% below the benchmark rent for the unit type for a term not less than 25 years; or b. $7,500 per dwelling unit towards the Affordable Housing Reserve Fund; AND 2. Allow developers of multi-family projects with existing requirements to both strata-title a building prior to Occupancy Permit and provide 10% of the units to the Attainable Housing Program to provide one of the following equivalency options if they wish to proceed without strata-titling their building: a. Enhance the existing attainable housing requirement by adding value through measures such as: ensuring at least 50% of the units have 2 or more bedrooms, are adaptable units as set out in the BC Building Code, or other similar measure accepted by Council through a Housing Agreement Bylaw; or b. $7,500 per dwelling unit towards the Affordable Housing Reserve Fund.
