RE: Endorsement of the West Shore RCMP Facility Expansion Validation Report

Dear Mayor and Council of the City of Langford,

In my capacity as the Owner’s Representative on the West Shore RCMP Facility Expansion Integrated Project Delivery (IPD) Team, I am writing to the City of Langford and to the City of Colwood to recommend the endorsement of the Council Validation Report dated December 19th, 2025. After a thorough review of the Council Validation Report, I have confirmed that all project deliverables have been satisfactorily met by the IPD team.

The Council Validation Report demonstrates the IPD Team’s commitments:

  1. Target Cost of $87.5 Million: The IPD Team commits to a budget of $87,496,144; consisting of $64,683,407 for construction, $14,462,393 for design (including validation to date), $3,320,583 for risk and opportunity register, and $5,029,759 of profit.

    Budget breakdown:

    Item Amount
    Total Target Cost $87,496,144
    Construction $64,683,407
Design (including validation to date) $14,462,393
    Risk and opportunity register $3,320,583
    Profit $5,029,759
  2. Conditions of Satisfaction: The IPD Team commits to deliver a new building of 55,714 ft2 to accommodate projected growth over the next 25 years. The square footage was reduced to right-size the facility to match changing population growth estimates, the RCMP not committing to a Forensic Identification Services (FIS) lab, a lack of appropriate alternate tenants, and budget constraints. The new building will be built to current post-disaster seismic standards, meet modern accessibility standards, BC Energy Step Code 2, and BC Zero Carbon Step Code EL4. Renovations to the existing 25,941 ft2 facility built in 1999 will include moving the main IT and electrical rooms to the new build and optimizing operational space.

  3. Schedule Delivery: The IPD Team documented project milestones and commits that if Validation is approved in January 2026, the building will be substantially complete by July 2029. To maintain operational continuity for the RCMP, a carefully phased approach of renovation of the 1999 building, demolition of the 1966 building in May 2026, and construction of the new building have been carefully considered.

Background

In 2019, Superintendent Todd Preston notified the Owner’s (Langford, Colwood, and View Royal) of the West Shore RCMP building that the building was at capacity, and that additional space would be required soon. Following a feasibility study in 2021 and an options analysis in 2022, the Owners decided to build for a future 20-25 years of projected growth on the existing site with a budget then estimated at $86 million (+/- 25%).

Integrated Project Delivery (IPD) and Validation Phase

The Integrated Project Delivery (IPD) procurement and delivery methodology for the West Shore RCMP Detachment Expansion Project was selected by the three Owner municipalities in January 2023. The Owners selected Colliers Project Leaders to be our IPD advisor in early 2024, and to guide the Owner’s through the public procurement process to assemble the IPD Team to initiate the Validation phase of the project. The Validation Phase of the project started in January 2025, paused in July and August, and resumed in September 2025. The purpose of the Validation Phase was to study the Owner’s business case for the project, then to confirm that the Owner’s Conditions of Satisfaction and Base Program can be delivered for the target cost.

The IPD Team

I would like to commend the IPD Team for their commitment to excellence, collaboration, innovation, and for their problem-solving efforts. The complexity of a multi-Owner project, maintaining operational continuity for the RCMP, renovation of an existing building, site constraints, increasing seismic standards, and a firm budget established in early 2024 created a challenging set of circumstances. The IPD Team approached these challenges in an innovative way that would have been impossible utilizing traditional procurement methods. Having witnessed their work firsthand, I have great confidence that the IPD Team will continue to deliver on its commitments to see the West Shore RCMP Facility Expansion Project through.

Next Steps

A Project Charter between the Owner municipalities has been agreed upon outlining: project objectives; project description; requirements; risks; milestone schedule; project approval requirements; stakeholders; project governance, management, and authority; responsibility assignment matrix; assumptions; constraints; success criteria; legislative and regulatory compliance; key performance indicators; project closure and handover.

A Memorandum of Understanding (MOU) for West Shore RCMP Building Cost Sharing between the Owner municipalities and the Capital Regional District (CRD) has been agreed upon outlining: the loan; use of funds, repayment, construction of the building, ownership of the building, transfer of additional lands, lease of the building, insurance, contract security, disputes and claims; and what happens in the event of cost overruns.

The next step to advance the West Shore RCMP Facility Expansion Project will be for all three Owner councils to authorize their Administration to enter an Integrated Project Delivery CCDC-30 (2025) contract with the IPD signatories listed on the Validation Commitment page of the West Shore RCMP Facility Expansion Council Validation Report. The CCDC-30 (2025) contract will be finalized in mid-January 2026.

The alignment of the Owner municipalities, Architects, General Contractors, Engineers, and Trades under a multi-party agreement will create an environment where cost control, efficiency, waste-minimization, schedule adherence, and collaboration will prepare the IPD Team for the challenges ahead.

Yours Truly,

Scott Sommerville
Chief Administrative Officer
Town of View Royal
