Background
The City’s Bylaw No. 1175 Langford Speed Limit Bylaw, 2008 has been amended five (5) times since its creation in 2008. The main amendments to Bylaw No. 1175 were to add in roads that were designated as 30km/h for the purposes of enforcement.
The purpose of this report is to seek Council approval for an amendment to Bylaw No. 1175.
Commentary
In 2011 Westhills petitioned the City to amend Bylaw No. 1175 Langford Speed Limit Bylaw, 2008 to allow all roads in Westhills to be signed as 30km/h except “collector and arterial roads”, as designated by a map included in the amending Bylaw No. 1311 as “Schedule B”.
A recent review of the map included as Schedule B in amending Bylaw No. 1311 indicated that there were a few roads designated as collector roads that should not have been labelled as collector roads due to their road design. Staff are suggesting that Council consider correcting the map provided in Schedule B by amending the map to remove the collector road designation from the current roads Alouette Drive and Langford Lake Road.
In addition, Irwin Road was recently reconstructed as part of the West Shore Parkway project and due to the presence of large diameter water mains in the road right of way the geometry of Irwin Road is such that it has a design speed of 30km/h. Staff are suggesting that Irwin Road should also be removed from the Schedule B map as a collector road.
A future road that will eventually be constructed west of West Shore Parkway winds its way uphill from the west side of West Shore Parkway, south of Commander Court and up to the westerly boundary of the Westhills development bordering Mount Wells Regional Park. This road will not be designed as a collector road and should also be removed from the Schedule B map.
The location of West Shore Parkway on the existing Schedule B map in Bylaw No. 1175 does not show the final location of West Shore Parkway, therefore the Schedule B map has been amended to show the final location of the West Shore Parkway.
Financial Implications
None noted.
